Eligibility Criteria

1. Eligibility Conditions (Deputation including short-term contract):

Option A:

• Officers of the Central Government, State Government, Union Territories, Recognised Research Institutes, Universities, Autonomous Bodies, Public Sector Undertakings, Semi-Government and Statutory Organizations.
• (i) Holding analogous posts on a regular basis in their parent Department/Institutions OR
• (ii) Working in the pay scale of Rs. 9,300 - 34,800 with Grade Pay of Rs. 4,200 [Level - 6 (Rs. 35,400 - 1,12,400)], having experience of two years in cash accounts and budget work; OR
• (iii) Upper Division Clerks with eight years of regular service in the grade with Grade Pay of Rs. 2,400 (Level - 4) and who have undergone training in cash and accounts work in the Institute of Secretariat Training and Management or possess two years of experience in cash accounts and budget work.

Option B:

• Officers under the Central Government:
• (i) Holding analogous posts on a regular basis in the parent cadre/Department, OR
• (ii) With six years of regular service in posts in the grade after appointment on a regular basis in Pay Band Rs. 5,200 - 20,200 with Grade Pay of Rs. 2,800 (Level - 5) or equivalent in the parent cadre/Department, OR
• (iii) With ten years of regular service in the grade after appointment on a regular basis in Pay Band Rs. 5,200 - 20,200 with Grade Pay of Rs. 2,400 (Level - 4) or equivalent in the parent cadre/Department.
• (iv) Who have undergone training in cash and accounts work in the Institute of Secretariat Training and Management and possess two years' experience in cash, accounts, and budget work.

2. Age Limit (as on closing date of receipt of applications):

• Maximum age limit for appointment by deputation (including short-term contract) shall not exceed 56 years.

3. Period of Deputation:

• The period of deputation (including short-term contract) shall ordinarily not exceed Three Years.
• Candidates will be initially selected on deputation basis only for a period of three years.
• After completion of two years, performance will be assessed for absorption.

Duties & Responsibilities of Accountant

• To scrutinize proposals received from various State Governments/Institutions.
• To process proposals as per the guidelines of the scheme.
• To release funds to various State Governments/Institutes.
• To maintain the accounts released to implementing agencies.
• To monitor the books with State Governments.
• To prepare financial data for each month and at the end of the financial year.
• To correspond with all State Governments/Institutes and implementing agencies for calling various details.
• To compile the data received from various State Governments/Implementing agencies.
• To prepare Budget Estimate/Revised Estimates for each scheme.
• From time to time, visits for evaluation and study of proper implementation of the scheme and Audit of their Accounts.
• Preparation of Pay Bill, LTC, TA and maintenance of GPF accounts and preparation of GPF statements.
• Any other duties as assigned by the higher authorities.

Selection Process

• Applications received through proper channel will be screened based on eligibility criteria.
• The Selection Committee will assess the Curriculum Vitae and documents submitted by the candidates.
• The selection will be based on the eligibility conditions, qualifications, and experience of the applicants.
• The candidates will be selected initially on deputation basis for a period of three years.
• After completion of two years, performance will be assessed for absorption in the Department.
