About Defence Innovation Organisation (DIO)

The Defence Innovation Organisation (DIO) is a Section-8 company created by defence PSUs HAL & BEL to support the Ministry of Defence in building the entrepreneurship and innovation ecosystem in Defence in India. DIO is the legal entity that implements the Innovations for Defence Excellence (iDEX) framework. Educational Qualification & Experience

Program Director (PD) - 02 Positions:

• Education: Master's Degree in Science/Management/Technology or Equivalent with 10 years of post-qualification experience in the relevant field; OR Bachelor's Degree in Science/Management/Technology or Equivalent with 12 years of post-qualification experience in the relevant field.

Deputy Program Director (DPD) - 01 Position:

• Education: Master's Degree in Science/Management/Technology or Equivalent with 6 years of post-qualification experience in the relevant field; OR Bachelor's Degree in Science/Management/Technology or Equivalent with 8 years of post-qualification experience in the relevant field.

Program Executive (PE) - 02 Positions:

• Education: Master's Degree in Science/Management/Technology or Equivalent with 2 years of post-qualification experience in the relevant field; OR Bachelor's Degree in Science/Management/Technology or Equivalent with 4 years of post-qualification experience in the relevant field.

Deputy Program Executive (DPE) - 01 Position:

Scope of Work

Supporting the iDEX management team by managing specific projects related to the following iDEX activities:

• Forging and managing partnerships with top incubators in the nation to build the innovation ecosystem for defence under the Framework for Partner Incubators.
• Ensuring design and implementation of various defence related challenges, hackathons, etc. under the SPARK framework.
• Managing the fund disbursement process for awardees of grants under the various frameworks of iDEX.
• Creating interactive platforms for effective execution and monitoring of iDEX projects.
• Ensuring effective and adequate out-reach (using social and traditional media) about iDEX and related endeavours.
• Ensuring that all projects are delivered on-time, within scope and within budget and taking up new projects to further the iDEX agenda.
• Any other work as assigned by COO/DIO or any superior authority in DIO.

Period of Consultancy Contract

• Initial Period: 3 years
• Extension: Can be extended up to 2 years, depending upon requirement and satisfactory performance.
• Exceptional Extension: In exceptional circumstances, considering requirement and outstanding past performance (for last two years), the contract can be further extended beyond 5 years with the approval of DIO Board.
• Maximum Consultancy Fee: During extension, the monthly consultancy fee shall NOT exceed 1.80 times of the initial monthly consultancy fee.
• Work Experience Certificate: The consultant will not be given any work experience certificate in case he/she leaves the organisation before completion of initial period of contract.

Important Instructions

• The engagement is purely on contract basis and will not confer any right for permanent absorption on regular basis in DIO.
• Income Tax or any other tax liable to be deducted will be deducted at source.
• The consultant will be liable to pay GST. However, provision will be there for reimbursement of GST paid against the consultancy fee received from DIO (if any).
• There shall be an annual increase (increment) in the consolidated monthly consultancy fee up to 10% based on Annual Appraisal.
• The place of work will be New Delhi. The candidate can be deputed to other places depending upon requirements.
• The consultant must not be engaged directly or indirectly in any trade, business, occupation, or other remunerative commitment while working with DIO.
• Engagement is subject to the acceptance of Consultancy Contract (Undertaking/Bond) to be executed on stamp paper of ₹ 200/-.
• Any extension of engagement contract shall be for a period or up to the date on which the consultant attains 60 years of age, whichever is earlier.
• DIO reserves the right to terminate the hiring process or the contract at any time, without assigning any reason.
• DIO reserves the right to increase or decrease the number of positions advertised.
• DIO reserves the right to select candidates for all positions, select less number of candidates, or may not select any candidate if not found suitable.
