Educational Qualification
Thematic Lead:
- Essential:
- PG Degree in Economics, Development Studies, Public Policy, Education, Statistics, Data Analytics, Social Sciences, Management, Labour Studies, or related disciplines from a recognised University/Institution with at least 55% marks (or equivalent grade) and a Ph.D. Degree in related field.
- OR PG Degree with at least 55% marks (or equivalent grade) in the above disciplines and qualification in NET conducted by UGC, CSIR, ICAR etc. or similar test like SLET/SET.
- At least 5 relevant research published papers in peer review journals or publication of 5 book chapters/publication of a book as an author/2 books as a co-author by reputed publishers. A combination of research publication, book chapters and granted patent totalling 5 can be considered.
- Desirable: Preference shall be given to candidates possessing qualifications and experience relevant to research, policy analysis, programme evaluation, skills development, vocational education and training, labour markets, or allied areas.
- Essential: PG Degree in Economics, Development Studies, Public Policy, Education, Statistics, Data Analytics, Social Sciences, Management, Labour Studies, Engineering or related disciplines from a recognised University/Institution with at least 55% marks (or equivalent grade).
- Desirable: M.Phil/Ph.D in the relevant field would be preferred. 2-3 relevant research published papers in peer review journals or publication of 2-3 book chapters.
- Essential: Master's Degree in Statistics, Economics, Data Science, Mathematics, Public Policy (with quantitative focus), Computer Science, Engineering, or related disciplines from a recognised University/Institution; or Bachelor's degree in Engineering/Technology (BE/B.Tech) with relevant analytics experience.
- Desirable: Certifications in Data Analytics, Data Science, or Business Intelligence tools. Advanced degrees (M.Tech, MSc, PhD) or relevant research experience.
Work Experience Required
Thematic Lead:
- Minimum 8 years of professional experience, including at least 5 years of demonstrated experience in research, policy analysis, programme evaluation, labour market studies, skills development, vocational education and training, education policy, or allied thematic areas.
- Experience in end-to-end research covering design, data collection, analysis, and dissemination, management of research projects is essential.
- Experience of working with Government Ministries/Departments, regulatory bodies, international organisations, research institutions, think tanks, or large-scale development programmes.
- Minimum 3 years of experience in research, data analysis, or policy-related work, with demonstrable contribution to primary or secondary research in skills development, labour market analysis, education policy, or allied thematic areas within the VET ecosystem.
- Proficiency in research methodologies - both qualitative and quantitative - including survey design, data collection, statistical analysis, and evidence synthesis.
- Experience includes up to 3 years for Ph.D. holder, provided no work experience is counted during those 3 years.
- Minimum 1 year of experience in data analysis, statistical analysis, or research support roles.
- Experience in handling large datasets and applying statistical techniques.
Age Limit
- Thematic Lead: Up to 50 years as on the last date of application (31 August 2026).
- Research Analyst: Up to 45 years as on the last date of application (31 August 2026).
- Data Analyst: Up to 32 years as on the last date of application (31 August 2026).
Salary & Remuneration
- Thematic Lead: Rs. 1,45,000/- to Rs. 2,65,000/- per month (consolidated)
- Research Analyst: Rs. 80,000/- to Rs. 1,45,000/- per month (consolidated)

Selection Process
- Screening of Applications: Incomplete applications without supporting documents will be summarily rejected.
- Consultancy Evaluation Committee (CEC): The CEC constituted by NCVET may devise its own method for selection of suitable candidates, in case the applications received are more than 03 to 04 times the vacancies advertised.
- Interview: Shortlisted candidates will be called for an interview.
- Selection: Selection shall be made based on the candidate's qualifications, experience, and performance in the selection process.

Important Instructions
