About Cauvery Water Management Authority (CWMA)

The Cauvery Water Management Authority (CWMA) is a statutory authority constituted by the Government of India through Notification No. S.O.2236(E) dated 01 June 2018 under Section 6A of the Inter-State River Water Disputes (ISRWD) Act, 1956. The Authority was established to implement the decision of the Cauvery Water Disputes Tribunal as modified by the Hon'ble Supreme Court of India in its judgment dated 16 February 2018. CWMA is responsible for regulating water sharing among the basin states, monitoring reservoir operations, ensuring compliance with tribunal directions, and facilitating coordination among participating states regarding the management of Cauvery River water resources.

Educational Qualification & Eligibility
  • Applications are invited from eligible officers for appointment on Deputation (including Short-Term Contract) / Re-employment basis.
  • For Re-employment:
    • Retired officers from the rank of Secretary/Additional Secretary or equivalent from the Central Government or State Governments.
    • Must possess extensive experience in Water Resources Management and Inter-State Water Sharing Issues.
  • For Deputation:
    • Serving officers under the Central Government, State Governments, Union Territories, Recognized Research Institutions, Public Sector Undertakings, Semi-Government, Autonomous or Statutory Organizations.
    • Should be a senior and eminent engineer with extensive experience in water resources management, handling inter-state water sharing issues, and construction, operation and maintenance of irrigation projects.
    • Should be holding an analogous post on regular basis in the parent cadre/department.
    • OR should have completed at least 02 years regular service in Level-15 (₹1,82,200–₹2,24,100) or equivalent in the parent cadre/department.
    • OR an All India Service Officer holding the rank of Secretary or Additional Secretary to the Government of India with experience in water resources and inter-state water sharing matters.

Roles & Responsibilities
  • Head the Cauvery Water Management Authority.
  • Implement the decisions of the Cauvery Water Disputes Tribunal.
  • Ensure compliance with directions issued by the Hon'ble Supreme Court.
  • Monitor water sharing among the basin states.
  • Supervise reservoir regulation and water resource management.
  • Coordinate with participating State Governments and Central Government agencies.
  • Provide strategic leadership for irrigation and river water management projects.
  • Perform all duties assigned under the Inter-State River Water Disputes Act and Government of India notifications.

Pay Scale & Allowances
  • Pay Level: Level-17 (7th Central Pay Commission)
  • Monthly Fixed Pay: ₹2,25,000
  • Officers appointed on Deputation (including Short-Term Contract) shall receive pay and allowances in accordance with the applicable Government of India rules governing Deputation appointments.
  • Officers appointed on Re-employment shall receive remuneration and service benefits as admissible under the relevant Government of India instructions applicable to Re-employed Central Government Officers.
  • Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance and other admissible benefits shall be regulated as per applicable Government of India rules.
  • Leave, medical facilities, LTC, pensionary benefits and other service conditions shall be governed by the applicable Government of India rules.
  • The period of Deputation (including Short-Term Contract), including any previous ex-cadre Deputation, shall ordinarily not exceed 05 years.

  • The post shall be filled on Deputation (including Short-Term Contract) / Re-employment basis.
