RITES Limited, a Navratna Central Public Sector Enterprise under the Government of India, has invited Expressions of Interest (EOI) from eligible and experienced professionals for empanelment as Individual Experts in General Consultancy (GC) and Project Management Consultancy (PMC) assignments for Metro Rail and Rail-Based Urban Transit projects in India and abroad. The empanelment aims to create a pool of highly qualified professionals for future consultancy assignments.

Purpose of Empanelment
The empanelment is intended to:
- Meet qualification requirements for bidding GC/PMC assignments.
- Facilitate quick deployment of experts after award of consultancy projects.
- Create a ready pool of specialists across Metro Rail and Urban Transit disciplines.
- Support projects in India and overseas.
Empanelment does not guarantee engagement. Selection and deployment will be project-specific and entirely at the discretion of RITES Limited.

Scope of Services
Empanelled experts may be engaged in:
- Preparation of tender documents and specifications.
- Construction supervision of civil, track and systems works.
- Quantity surveying and billing verification.
- Contract administration and claims management.
- Project planning, scheduling and monitoring.
- Quality Assurance (QA), Quality Control (QC), Safety, Health & Environment (SHE) management.
- Review of designs, drawings and technical submissions.
- Interface management and systems integration.
- Testing, commissioning and trial operations.
- Support during Defect Liability Period (DLP) and Operations & Maintenance readiness.

Eligibility Criteria
- Applicants must be individual experts with proven experience in GC/PMC or similar consultancy assignments.
- Experience should be at the same level or one level below the position applied for.
- Relevant educational qualifications are mandatory.
- Good working knowledge of English is required.
- Applicants must meet discipline-specific qualification and experience requirements.

Evaluation & Empanelment Process
- Applications will be evaluated based on eligibility, qualifications and relevant experience.
- RITES may seek clarifications or conduct interactions/interviews if required.
- A list of empanelled experts will be communicated through email.
- Empanelment will remain valid for one year from the date of approval.
Engagement Terms
- Engagement of empanelled experts will be project-specific.
- Terms of engagement, duration, scope of work and remuneration will be finalized separately for each project.
- Compensation will be negotiated at the time of engagement.
- Selection for empanelment does not guarantee deployment in any project.

Expert Declaration
Applicants must certify that:
- All information submitted is true and correct.
- No false statements have been made in the application.
- They have not been removed from assignments without completion.
- They have no Vigilance, CBI or Police cases resulting in major penalties.
- They have never been debarred from consultancy services.
- They will comply with RITES engagement requirements.
Covering Letter Requirements
The covering letter should include:

- Confirmation of acceptance of EOI terms and conditions.
- Declaration regarding correctness of information.
- Confirmation that the applicant is not blacklisted or debarred.
