The Indian Institute of Science Education and Research (IISER) Kolkata — an Institute of National Importance under the Ministry of Education, Government of India — has invited online applications for the post of Assistant Registrar — 01 post (Unreserved) on Direct Recruitment basis. The post is in Group 'A' with Pay Level-10 (7th CPC) and is meant for the Internal Audit Section. Postgraduates with 55% marks and relevant administrative experience can apply.   • Probation: 1 year for all regular positions, extendable as deemed necessary

Eligibility Criteria

Educational Qualification:
  • Master's Degree with at least 55% marks or an equivalent grade in a point scale wherever grading system is followed
  • Post-Graduation Degree of minimum 2 years duration and Under Graduate Degree of minimum 3 years duration will be considered
Experience:
  • 5 years of experience in Pay Level-7 or above, OR
  • 7 years of experience at Pay Level-6 or above as Superintendent/Section Officer/Private Secretary or equivalent post
  • Experience should be in handling Administrative/Finance & Accounting/Academic/Legal/Statutory/Audit/Stores & Purchase/Establishment matters in Central/State Government, Central/State funded Educational Institutes, Govt. Universities, Comparable Research Establishments and other Institutions of Higher Education
Desirable (the position is for Internal Audit Section):
  • Experience in internal audit, finance, accounts, budgeting and statutory compliance in Government/Autonomous Bodies/CFTIs/Higher Educational Institutions
  • Knowledge of GoI financial rules including GFR, FR&SR, audit, procurement, taxation, CCS Rules and financial administration
  • Familiarity with e-Office, ERP/SAMARTH/PFMS, computerized accounting systems, CAG/internal/statutory audits and preparation of audit replies
  • Good drafting and communication skills
Note: Experience on part-time/contractual/temporary/outsourced basis will NOT be counted. Only relevant experience gained after the qualifying degree will be considered.

  • Handling the Internal Audit Section of the Institute
  • Internal audit, finance, accounts, budgeting and statutory compliance work
  • Dealing with CAG/internal/statutory audits and preparation of audit replies
  • Administrative, establishment and financial administration matters as per GoI rules

  • 7th CPC Pay Matrix equivalency certificate, if working in IDA/CDA or other pay scales

  • NOC and Vigilance Certificate — for candidates working in Government/Autonomous bodies/PSU (or application through proper channel)

Selection Process
  • Shortlisted candidates will be called for Written Test/Skill Test/Interview/Personal Discussion
  • The Institute reserves the right to screen applications based on academic and professional attainments and restrict the number of candidates to a reasonable limit based on higher qualifications/experience
  • Mere fulfilment of essential qualifications does not entitle a candidate to be called for the selection process
  • Shortlisting will be based on objective criteria; the decision of the Screening-cum-Shortlisting Committee on relevancy of experience will be final

Important Instructions
  • Appointment will be on probation for 1 year, extendable; services may be terminated during probation without assigning any reason
  • The candidate must be a citizen of India
  • Appointment is subject to medical fitness as per Institute standards and verification of character & antecedents — fake/false documents will lead to immediate termination
  • For Institute's internal employees there is no upper age limit, subject to at least 1 year of remaining service
  • Age relaxation as per GoI norms; SC/ST/OBC age relaxation applies only against reserved vacancies, not for the unreserved post
