About NHSRC

NHSRC is a technical support institution functioning under the National Health Mission (NHM), Ministry of Health & Family Welfare, Government of India. It was set up in 2006 as an autonomous registered society to provide capacity building and technical assistance to states for strengthening the public health system.

The organisation works through seven to eight divisions covering Community Processes & Comprehensive Primary Healthcare (CPHC), Quality & Patient Safety, Healthcare Financing, Human Resources for Health, Healthcare Technology, Knowledge Management, and Public Health Administration. NHSRC has built strong working linkages with national and international public health bodies.

Key health quality programmes that NHSRC supports include NQAS, Kayakalp, LaQshya, MusQan, Free Drugs Service Initiative, and emerging AI & digital health interventions under NHM. All positions are based in New Delhi with regular field travel to states and districts.

Eligibility / Qualification

Only regular/full-time degrees are accepted for all posts. Distance or part-time qualifications are not valid.

Post 1 – Consultant, Community Processes / CPHC
  • Medical Graduate (MBBS / BDS / AYUSH) or Bachelor's in Allied Sciences (BSc Emergency & Trauma Care / BSc Cardio Lab Technology / Nursing / Pharmacy)
  • Post-graduation in MD Community Medicine / MPH / MBA (Health Management or Health Administration) / PG Diploma in Hospital & Health Management / MBA (Developmental Studies)
  • Minimum 3 years post-qualification experience in Public Health / Community Health / Health Systems
  • Experience in research, capacity building, documentation, and technical journal writing
  • Proficiency in MS Word, Excel, PowerPoint; good English and/or Hindi communication
Post 2 – Consultant, Research & Innovation in Primary Care / CPHC
  • Same base qualification as Post 1 (Medical Graduate or Allied Sciences degree)
  • Specialisation in MD Community Medicine / MPH / MBA (Health Management or Developmental Studies) / PG Diploma in Hospital & Health Management
  • Minimum 3 years post-qualification experience in research, documentation, capacity building, and health systems work
  • Strong data analytical, documentation, and presentation skills
  • Good oral and written communication in English and/or Hindi
Post 3 – Consultant, AI and Digital Technology in Primary Health Care / CPHC
  • Medical Graduate (MBBS / BDS) or Nursing / Pharmacy graduate with PG in MD Community Medicine / MPH / MBA (Health Management or Health Administration) / PG Diploma in Hospital & Health Management / MBA (Developmental Studies)
  • Minimum 3 years post-qualification experience in Public Health / Community Health / Health Systems
  • Experience in Public Health AI or Digital Technology implementation
  • More than 3 years of experience in Digital Health Technology in private sector / NGO / Government / autonomous bodies
  • Good data analytics, documentation, and communication skills in English and/or Hindi
Post 4 – Consultant, Certification Unit (QPS Division)
  • MBBS / BDS / Nursing / AYUSH with full-time PG degree in Hospital and Healthcare Management from a reputed institute
  • Minimum 2 years post-qualification experience (after PG)
  • Minimum 2 years experience in quality implementation and certification at state/national level
  • Excellent writing skills and language proficiency required; screening test may be conducted
Post 5 – Consultant, Drugs & Logistics (QPS Division)
  • Full-time B. Pharma from a recognised institute with Master's in Pharmacy / Pharm D / MBA or PGDM in Pharmaceutical Management / Supply Chain Management / Healthcare Management / Hospital Management / MPH
  • Minimum 2 years post-qualification experience in drug procurement, supply chain, inventory, or warehouse management; or field experience in Free Drugs Service implementation
  • Sound knowledge of NLEM, IPHS, Drugs & Cosmetics Act, NDPS Act, NFI, GFR
  • Hands-on experience with LMIS tools including DVDMS and eAushadhi
  • Strong IT skills; excellent written and verbal communication
Post 6 – Consultant, Quality and Patient Safety
  • MBBS / BDS / BAMS / BHMS / BSc Nursing / BPT / BOT / BMLT with full-time 2-year PG degree in Hospital Management or Public Health from a reputed institute
  • Minimum 2 years post-qualification experience
  • At least 1 year of experience in NQAS implementation at state/district level
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook)

Job Responsibilities
━━━━━━━━━━━━━━━━━━━━

Post 1 – Community Processes / CPHC
  • Provide technical assistance to states for decentralised CP and CPHC programme implementation
  • Design and deliver skill-based capacity building and policy support for state, district, block, and frontline teams including AB-AAMs
  • Coordinate with community-based organisations, SHGs, and ASHAs to strengthen community ownership
  • Enable partnerships with public health institutions, research bodies, and academic organisations for CP-CPHC support
  • Support implementation planning, review, and course correction of CP-CPHC interventions
Post 2 – Research & Innovation / CPHC
  • Draft evidence-based technical briefs, operational guidelines, and policy notes on CP/CPHC
  • Support operational research, best practice documentation, and impact assessments for CP/CPHC interventions
  • Assess and document state/district-level innovations in CP-CPHC for learning and replication
  • Contribute to reports, case studies, monitoring checklists, protocols, and evaluation frameworks
  • Generate actionable insights from AB-AAM and community platform data to support programme decisions
Post 3 – AI and Digital Technology / CPHC
  • Support development, adaptation, and strengthening of digital technology and AI tools in public health for primary care and community processes
  • Design technology-based, AI-based, or Generative AI-based public health interventions
  • Collaborate with technical teams to ensure solutions are user-centric, aligned with public health goals, and adaptable to state contexts
  • Facilitate integration of digital tools with existing health information systems to improve data quality and use
  • Build capacity of state and district teams on effective use of digital tools for CP-CPHC monitoring
Post 4 – Certification Unit
  • Support national-level quality assessments from application receipt to result declaration in allocated states
  • Manage data for preparation of fact sheets and national-level review submissions
  • Monitor all certification-related activities and ensure timely completion
  • Liaise with MoHFW officials, empanelled external assessors, Quality Experts, and state/district QA nodal officers
  • Coordinate national-level external assessor training programmes and manage the pool of empanelled assessors
  • Prepare certification guidelines, short notes, and resource material
Post 5 – Drugs & Logistics
  • Review and update State Essential Medicines Lists (EMLs) as per IPHS and NLEM guidelines
  • Assess procurement, logistics, and supply chain systems across states/UTs; recommend evidence-based improvements
  • Support adoption and strengthening of IT-based LMIS tools such as DVDMS and eAushadhi
  • Analyse supply chain data for drug availability, stock status, expiry management, and performance indicators
  • Support demand forecasting, quantification, and AI-driven procurement planning mechanisms
  • Prepare analytical reports, dashboards, and policy briefs for MoHFW; conduct financial analysis of state PIPs
Post 6 – Quality and Patient Safety
  • Review measurement systems (ME & Checkpoints) under NQAS, LaQshya, MusQan, Kayakalp, and Patient Safety tools
  • Support states in implementing quality initiatives; assist in drafting new quality programme documents
  • Develop resource material and conduct training programmes in states/UTs
  • Analyse key performance and outcome indicators; prepare plans to address identified gaps
  • May be deputed to work in NHSRC's Certification Unit as and when required
