About Mahadayi Water Disputes Tribunal (MWDT)

The Mahadayi Water Disputes Tribunal (MWDT) is a statutory tribunal constituted by the Government of India under the Inter-State River Water Disputes Act, 1956 to adjudicate disputes relating to the sharing and utilization of the waters of the Mahadayi River among the concerned States. The Tribunal functions under the administrative control of the Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti and is headquartered at Janpath Bhawan, New Delhi. The Tribunal is responsible for judicial proceedings, case management and administrative functions relating to inter-state river water disputes.

Educational Qualification & Eligibility

For Court Master
  • Graduate from a recognized University or equivalent.
  • Minimum shorthand speed of 120 words per minute in English shorthand.
  • For Deputation, officers serving under the Central Government, State Governments, UT Administrations, PSUs, Autonomous Bodies, Semi-Government or Statutory Organizations are eligible.
  • Holding an analogous post on a regular basis; OR
  • Holding a post in Level-10 with five years of regular service; OR
  • Holding a post in Level-8 with six years of regular service; OR
  • Holding a post in Level-6 with ten years of regular service.
For Principal Private Secretary (PPS)
  • Graduate from a recognized University or equivalent.
  • Minimum shorthand speed of 120 words per minute in English shorthand.
  • For Deputation, officers serving under the Central Government, State Governments, UT Administrations, PSUs, Autonomous Bodies, Semi-Government or Statutory Organizations are eligible.
  • Holding an analogous post on a regular basis; OR
  • Holding a post in Level-10 with five years of regular service; OR
  • Holding a post in Level-8 with six years of regular service; OR
  • Holding a post in Level-6 with ten years of regular service.
  • Preference will be given to candidates possessing a Degree in Civil Engineering and experience in Irrigation Management, Inter-State Water Disputes or Hydrology.

Roles & Responsibilities
  • Assist the Tribunal in judicial and administrative proceedings.
  • Prepare and maintain court records, case files and official documentation.
  • Record court proceedings and maintain confidential records.
  • Provide stenographic and secretarial assistance to the Tribunal.
  • Draft official correspondence, reports and meeting records.
  • Coordinate hearings, schedules and administrative communications.
  • Maintain files, confidential documents and office records.
  • Perform other duties assigned by the Presiding Officer, Registrar or Competent Authority.

Pay Scale & Allowances
  • Pay Level: Level-11 (7th Central Pay Commission)
  • Pay Matrix: ₹67,700 – ₹2,08,700
  • Selected candidates appointed on Deputation shall receive pay and allowances in accordance with the Government of India rules applicable to Deputation appointments.
  • Candidates appointed on Re-employment or Contract basis shall receive remuneration and other benefits as decided by the Competent Authority.
  • Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance and other admissible allowances shall be governed by the applicable Government of India rules.
  • Leave, medical facilities and other service benefits shall be regulated as per the applicable Government instructions.

Recruitment Method
  • The posts will initially be filled on Deputation basis.
  • If suitable candidates are not available on Deputation, the posts may be filled through Re-employment.
  • If suitable candidates are still unavailable, the Tribunal may fill the posts through Contract (including Short-term Contract).
  • If the vacancies remain unfilled, Direct Recruitment may be adopted as per the provisions of the Recruitment Rules.
  • The appointment shall be governed by the applicable Recruitment Rules and Government of India instructions.

Age Limit
  • For Deputation: The maximum age of the applicant shall not exceed 56 years as on the closing date of receipt of applications.
  • For Re-employment: Eligible retired officers fulfilling the prescribed eligibility conditions may apply.
