Educational Qualification
- Bachelor's Degree with First Class marks from a recognized University or Institute.
- Master's Degree with First Class marks from a recognized University or Institute.

Experience Requirements
- Minimum 03 Years of relevant experience in Procurement, Stores Management, Contract Administration, Inventory Management or Vendor Management.
- Candidates having at least 01 Year of work experience in an Institute of National Importance may be given preference.
- Relevant experience in Government, Autonomous Bodies, Educational Institutions or similar organizations will be considered an added advantage.
Required Functional Competencies
- Working knowledge of General Financial Rules (GFR-2017).
- Knowledge of Manual for Procurement of Consultancy and Other Services 2017.
- Hands-on experience with Government e-Marketplace (GeM).
- Knowledge of Central Public Procurement Portal (CPPP) and e-Procurement processes.
- Experience in preparing Tender Documents including NIT, RFP, RFQ, Technical Bids, Financial Bids and Comparative Statements.
- Experience in Contract Drafting, Contract Administration and Annual Maintenance Contracts (AMC).
- Knowledge of CVC Guidelines related to Public Procurement.
- Vendor Empanelment, Vendor Evaluation, Vendor Rating and Vendor Management.
- Proficiency in MS Word, MS Excel and MS PowerPoint.
- Experience with ERP-based Procurement Modules.
- Good Documentation, Record Management and Procurement Compliance skills.
- Excellent Communication Skills and Interpersonal Coordination abilities.
Age Limit
- Candidates should not exceed 35 years of age as on the last date of receipt of online applications.

Salary & Benefits
- Pay Structure: Consolidated emoluments equivalent to the minimum of Pay Level-6 under the 7th Central Pay Commission.

Job Responsibilities
- Manage the complete procurement process for goods, services and works in accordance with GFR-2017, GeM Guidelines and Institute Procurement Rules.
- Process indents received from user departments, verify budget availability with the Finance Department and initiate procurement as per prescribed financial thresholds.
- Prepare Tender Documents including Notice Inviting Tender (NIT), Request for Proposal (RFP), Request for Quotation (RFQ), Technical & Financial Bid Documents, Comparative Statements and Purchase Orders.
- Handle procurement through Government e-Marketplace (GeM), including Product Search, Bid Creation, Order Placement, Order Tracking and Invoice Processing.
- Manage Electronic Procurement and Electronic Tendering through Central Public Procurement Portal (CPPP) and other approved procurement platforms.
- Draft, execute, administer and monitor Supply Contracts, Service Contracts and Annual Maintenance Contracts (AMC).
- Maintain Contract Registers, Renewal Schedules and Contract Compliance records.
- Maintain Vendor Master Database, Vendor Empanelment, Vendor Evaluation, Vendor Rating and Approved Vendor Lists.
- Manage Stores Operations including Receipt of Materials, Inspection Coordination, Stock Ledger Entries, Issue of Materials, Inventory Control and Annual Stock Verification.
- Maintain Institute Asset Records in coordination with the Finance Department including Asset Tagging, Physical Verification and Stock Taking.
- Ensure compliance with CVC Guidelines, Audit Requirements and Procurement Transparency norms.
- Coordinate with the Finance Department for timely processing of Vendor Bills and Payments.
- Prepare Procurement Status Reports, Cost Savings Reports and Contract Monitoring Reports for submission to the Chief Administrative Officer (CAO) and Director.
- Perform any other duties assigned by the Director or Chief Administrative Officer from time to time.
