About the Organisation

The Department of Water Resources, River Development & Ganga Rejuvenation functions under the Ministry of Jal Shakti, Government of India. It is the apex body responsible for laying down policies for the development and regulation of water resources in the country.

The department oversees major national water management programmes including the Command Area Development Programme, Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), National River Conservation Plan and the flagship Namami Gange mission for Ganga rejuvenation.

The Command Area Development wing works specifically to improve water use efficiency in irrigation command areas by upgrading on-farm water management infrastructure and coordinating with state governments on irrigation development. The Commissioner heading this division plays a strategic leadership role in these national programmes.

Eligibility Criteria

For Deputation including Short Term Contract:

Officers of the Central Government or State Governments or Union Territory Administrations or Public Sector Undertakings or Autonomous or Statutory Bodies:

(a) Holding analogous posts on regular basis in the parent cadre or department

OR

(b) With two years regular service in posts in Level-13A in the Pay Matrix or equivalent in the parent cadre or department

OR

(c) With three years regular service in posts in Level-13 in the Pay Matrix or equivalent in the parent cadre or department

AND

Possessing the following educational qualifications and experience:

• Bachelor's degree in Engineering (Civil / Agricultural / Mechanical) from a recognised university or institution
• Minimum 3 years experience in planning, development, implementation or management of irrigation or command area development or water resource management projects

Desirable:

• Experience in dealing with matters related to irrigation infrastructure development
• Working experience in coordination with state governments on water resource projects
• Knowledge of relevant government schemes like PMKSY, AIBP etc.

Age Limit

• Maximum age limit for appointment on deputation / short term contract shall not exceed 56 years as on the closing date of receipt of applications

Salary / Pay Scale

• Pay Level: Level-14 as per 7th CPC Pay Matrix
• Pay Range: Rs. 1,44,200 – Rs. 2,18,200 per month (Level-14)
• Deputation allowance and other admissible central government allowances as per rules

Job Responsibilities

• Leading and managing the Command Area Development programme at national level
• Coordinating with state governments and central agencies on irrigation command area development
• Overseeing implementation of PMKSY and other centrally-sponsored water resource schemes
• Policy planning and programme monitoring for on-farm water management infrastructure
• Reviewing project proposals submitted by states under command area development
• Liaising with Ministry of Jal Shakti and other central ministries on water resource matters
• Preparing reports, notes and policy documents related to irrigation development
• Any other duties assigned by senior officers from time to time
